The term "labor-saving devices" covers many different kinds of equip- ment used in maintenance of way work on railroads, and applies to road- way machines, small tools, and work equipment, as included in the Inter- state Commerce Commission Classification.

...obability a wide difference in the interpretation as to which account certain machines should be charged, depending largely on the judgment of the individual.
In making recommendations as to methods of maintaining this equip- ment, your Committee has assumed that labor-saving devices as covered by the assignment refers to all equipment used in railway construction and maintenance, not covered by M.C.B. rules, except roadway- small tools as classified in Account 38.
The method of maintaining labor-saving equipment, together with the organization and supervisory forces, should follow closely the general scheme for the maintenance of motor cars as outlined in the report of this Com- mittee, pages 1020-1036, inclusive.
