The pavements shall consist of 5^ inches of concrete base, and surface blocking 1^ inches thick, making a total of seven inches exclusive of foundation.

SURFACING.
After the concrete base has been placed, and before it has begun to set, there shall b eimmediately deposited thereon the granitoid blocking, which shall be 1^ inches thick.
