The American Bar Association had adopted a standard. It was of the opinion that the desired results could with more reason be ex- pected to follow by adopting that standard than by any other means.
So the delegates were asked to try and get the various local and state Bars united in an effort to create conditions favorable to the adoption of the plan. The reasonableness ...of the requirements must be made to appear to the agency of the state government, which prescribes the conditions upon which any one desiring to practice law may obtain a certificate. Different methods obtain in different states. The Legis- lature prescribes the qualifications in some states, the courts in others and the Bar controls the admissions through examining committees in others. It was desired that the local and state Bars throughout the United States should unite in an effort to bring about a public sentiment demanding the adoption by the appropriate state authority in each state of requirements for admissions to the Bar that would meet the standard proposed.
