The parents have a right to be heard in a court before it is determined whether or not their child shall be taken from them. As Judge Waite said, the guardianship may pass from the parent to the State. It was decided in the State of Ohio in two cases that the State has power to stretch forth its arms and have that child under its guardianship and to care for the child.
