"Whereas, There was formed in San Francisco, California, in February, 1913, a council composed of crafts working for the Pacific Gas and Electric Com- pany (a corporation) ; and "Whereas, Said council was formed with a full realization that it could ob- tain better results in trade disputes with their employers than was formerly ob- tained by individual unions ; and "Whereas, Said council is composed of Machinists, Boilermakers, Stationary Firemen, Gas Workers (outside of San Francisco), and Electrical Workers of the so-called Reid-Murphy faction (the only Electrical Workers having control of the electrical work for that or any other corporation in this State) ; and "Whereas, Said council entered into negotiations with the management of the Pacific Gas and Electric Company for the purpose of obtaining an agree- ment covering the hours, wages and con- ditions of employment of the various unions, attempted by all peaceable means to obtain said agreement without strike, but were unsuccessful, and the strike was called on May 7, 1913 ; and "Whereas, This strike was indorsed by the San Francisco Labor Council, the State Federation of Labor, and many Central Labor Councils in cities affected by the strike, three local Building Trades 54 REPORT OF PEOCfilJDINGS Councils, and several locals of the Mc- Nulty Brotherhood of Electrical Workers ; and "W hereas, Two weeks after the strike was called and while negotiations for the settlement of the strike were being held between the management of the Pacific Gas and Electric Company and the committee representing the San Francisco Labor Council, of the Cali- fornia State Federation of Labor, and the Light and Power Council of Cali- fornia, there was injected into the sit- uation a third party ; and "Whereas, Said third party, named Crasser, with the knowledge and consent of, and for the McNulty Electrical Workers, and the consent of the offi- cers of the California State Building Trades Council, and their agents, signed an agreement or agreements with the Pacific Gas and Electric Company to supply strike-breakers, and that for a lesser wage than the men were out striking for ; and "Whereas, The action of said Grasser and his sponsors has given to the labor movement a setback that will require prompt action on the part of the Metal Trades Department and the American Federation of Labor to overcome, either the Grasser agreement or agreements will have to be abrogated or the Ameri- can Labor movement stands convicted of sanctioning the system of furnishing strike breakers to corporation in time of trouble : therefore, be it "Resolved.
