They all want to qualify for the positions ahead. The office routine is divided into 12 grades; each grade having three rates of salary. Before an employee can advance torn one grade to another she must have obtained the maximum salary of the grade she is in and she must also have qualified for the next higher position by a passisg mark in the school which prepares her for this position. There is a definite method of promotion and the employees understand what they must do to be ready for promo...tion. A record of each employee is kept which shows the length of time spent in the school, the time devoted to training in each department, and the marks for the test of which there are three. Then there is a "history^ card showing how many hours were required to teach each class, the attendance, and the average passing maxk. This card is a guide for all later classes. A series of standard salaries is based upon the number of points that each person is worth. A perfect correspondence file clerk must be able to file 1,000 pieces of cor- respondence a day; must not make more than four errors per file drawer, and must find one error made by another in each two drawers in his section.
