But there is no denying the fact that there is probably less uniformity in the various State offices in regard to prosecutions than in regard to any other feature of birth registration ; and there is no denying the fact also that this absence 100 PROCEEDINGS^ MATERNITY AND INFANCY CONFERENCE of a fairly uniform firm policy regarding p...rosecutions is one of the greatest draAvbacks to good registration to-daj^ There seems to be no direct remedy for the unfortunate situation ; nevertheless there does exist an indirect remedy. As you know, the birth registration law in many States requires the attending phy- sician to report a birth within 10 days. The reason for a short time limit is obvious as the attending physician is in close touch with the family for about 10 days and is therefore presumably best able at that time to gather the facts.
