Who can see the immense mass of poverty now existing, and with which the organised institutions of the country are ijuite incapable of dealing effectually, without heartily desiring such combination for good as that now proposed ? Some 100, 000 poor have to be assisted, accord- ing to a report quoted by the Bishop of London, and so much money is given annually that there ought to be 17/.
