Under a system de- vised to end or minimize returns on capital, who will be interested in supplying capital for additional work- shops? There will always be people of a saving dispo- sition who must invest their savings at whatever rate may be obtainable ; but such a disposition comes far short of the spirit of enterprise. There will be not only no private enterprise, there will be no enterprise at all. The only persons interested in the extension of produc- tion will be those out of employment..., who will be equal- ly out of money. The majority being out of employ- ment means trade stagnation or industrial disorganiza- tion, for which expansion is not a remedy ; but with the majority at work there is no apparent prospect of bet- ter returns to them in the establishment of additional factories and appliances, which may lead to overpro- duction and decrease of earnings under the new system as under the old. The Government can only do what the voters authorize it to do and what the workers make it possible for it to do.
