The major cause for this increase is the periodic adjustment of the CTA wage rates to correspond with the changes in the Con- sumer Price Index for Chicago. For 1978, CTA assumed a 6% in- crease in this index. However, it should be noted that any B-1 - 2 significant change in the CPI has a direct and almost immediate effect on the labor cost. Employees' fringe benefit costs will also be affected by projected increases in the cost of medical insurance, FICA and Workmen's Compensation claims.
