The arbitrary suspension of killing for a period of 15 years would be extremely unwise, as we know, from observations of seals made on Robben Island and of sea elephants on Kerguelen Island, that a seal herd that has been reduced almost to extinction will so recover in from 5 to 10 years as to yield a large number of killable males. Finally, as has so often been stated, there is not the slightest danger of exterminating animals like the fur seals where their breeding grounds are guarded. How mu...ch less is the danger when the actual killing can be regulated year by year according to the numbers present. The sole suggestion I would make would be that in the event that pelagic sealing is actually ended, a smaller number of males be killed for two or three years to come.
