Traffic and Parking Any proposed or eventual development of the Prudential Center property must have a plan for traffic and parking that provides for little or no increase of vehicular traffic on and through the site. Such Prudential motivated improvements of Herald Street and Marginal Way would provide increased random access by vehicles to the Back Bay, South End, Fenway and Bay Village streets. Any enlarge- ment or expansion of traffic routes abutting the Turnpike corridor will s--rve only to further separate Bay Village and the Back Bay f: .- the South End.
