Early in November, 1862, Mr. Howard, doubtless through Mr. Chandler's influence, was ten- dered the appointment of Minister to Honduras.^ Mr. Howard, however, refused to be exiled to Hon- duras to promote the political prospects of Senator Chandler and declined the offer. - According to the Free Press, Chandler then threw his influence in favor of H.
