) To the Board of Managers of the State Reformatory : Information having reached me, unofficially, that the statute of 1884, entitled "An Act in relation to contract labor," was being violated in the construction of the new workshops and south wing of the reformatory building, I, on September first, instant, sent Mr. David Y. Havens, of Albany, as a special commissioner to investigate the matter, and to report the facts to me as ascertained by him. He accord- ingly proceeded to Elmira, and, aft...er making an investiga- tion, has returned to me a communication signed by the superintendent and countersigned by your secretary, pur- porting to give a correct " statement of facts " relating to the employment of convicts upon such work. After a careful consideration of such communication, I have reached the conclusion that the employment of such convicts, under the circumstances stated therein, if not a violation of the strict letter of the statute, is clearly a violation Public Papers of Governor Hill.
