Both design and construction was wholly funded by CDBG allotments. PUBLIC WORKS ECONOMIC DEVELOPMENT PROGRAM Watertown, Massachusetts The Town of Watertown commissioned Hayden-Wegman Consulting Engineers to conduct a feasibility study for the design and construction of a central access road to the Walnut Street Industrial area. This area is located approximately one mile east of Watertown Square in the vicinity of Arsenal Street. Desired industrial uses in this area were significantly hindered ...by previous land use permits which had allowed conflicting adjacent land uses, and inaccessible land-locked parcels to develop during the unplanned conversion of this area from a stockyard to manufacturing and warehousing after World War I. Due to the lack of a central access road to this area, a number of residential streets had become the trucking access to individual parcels, causing a problem for adjacent residents and creating a limitation to the overall development potential of the area. Each of the central access road alternatives developed in the study provided direct access to Arsenal Street and addressed and resolved the adjacent neighborhood traffic concerns.
