Least of all did they check the tendency of the roads to consolidate. Much was expected of the Royal Commission of 1865-67. But nothing came of it. They collected a mass of valuable material, and wrote a tolerably good 'report; but when they came to draw their inferences, they could only say, in general, that the existing state of things seemed likely to continue, and that they saw very few means of helping it. Another committee was appointed in 1872, and this \ time, for a wonder, something wa...s actually accomplished. In principle they did not depart from the lines laid down by their predecessors. They brought forward no new views, and, in one sense, no new laws. They simply pro- vided means for carrying out the old laws and the old views. The outcome of their work was an act for carry- ing into effect the provisions of the act of 1854. The act of 1854 nad never had a fair chance. The Committee of 1853 originally intended that questions under it should be decided by the Board of Trade.
