CARD A 19-440 PREFATORY NOTE Bulletin No. 94 of the Bureau of Railway Economics was a compilation of the number and holdings of railway stockholders on June 30, 1915.... A similar compilation was prepared by the Bu- reau as of December 31, 1916, but publication was held up by the war. The present bulletin not only incorporates the unpublished data for 1916, butl)rings the record down to December 31, 1917. Inasmuch as this was the date on which the railway system of the United States passed into the hands of the government for war operation, the statistics here presented are significant as indicating how many persons owned the railways, and what was the nature and amount of their holdings, at the moment when their properties were taken over temporarily by the Federal government.
