The member so elected is empowered to choose his own colleagues. When resignation is followed by a dissolution and a general election, the newly-elected State Council is to appoint the head of the Executive.
The Executive Council is to consist of not more than five members, three of whom at the least must be members of the State Council. They are to hold office until their successors are appointed.
