The court has sustained several federal statutes which delegated power to administrative or executive officers and which were attacked upon the ground that the power dele- gated was legislative, 59 the court saying that the officers were merely authorized to ascertain facts and to apply the law in accordance with those facts. In some of the cases this explanation of the statute is a rather strained one; 60 but the actual decisions in those cases are more than off-set by the reason which the court gave in support of the deci- sions.
