NOAA has supported the ASBCA since its introduction in 1984, and we support its reauthorization. Recovery of stocks of striped bass along the Atlantic coast testifies to the success of that Act. Indeed, there is general agreement that such a recovery would not 24 have been possible without the ASBCA. For that reason, NOAA also supported passage of the ACFCMA, which provides a similar mechanism for effective management of other interjurisdictional species which occur along the Atlantic coast (we...akfish, for example, which are seriously overfished, occur largely in waters under state jurisdiction and, consequently, do not lend themselves well to management under the Magnuson Act) . Disjunctive, state-by-state management of migratory species simply does not work. We believe the institutional process contained in the ACFCMA should work as well for other interjurisdictional species as the ASBCA has worked for striped bass . Since the ASBCA has worked so well, and has been supported so universally, I believe that it would be premature at this time to integrate it into the fledgling ACFCMA, which has yet to be fully implemented.
