Only about 5 percent of facilities, including housing, on Navajo are non-education facilities. But this allows the area director to control approximately 20 percent of funding. All area facility posi- tions and all housing funds, including the reimbursements, should be transferred to the Office of Indian Education Programs for the operation of facility management programs.
