Continuing on in my remarks, I would like to make the point that I feel it is imperative that violen...ce prevention programs that may be developed as a result of this funding build upon some base of knowledge and perhaps even good research knowledge, because unfortunately, many interventions that are now being tried were created without any scientific underpinnings or plans for outcome evaluation. And ultimately, the lack of evi- dence of program effectiveness creates problems for deciding how to allocate very limited resources for the greatest impact.
Of course, school-based personnel are extremely knowledgeable about the needs of their students and their communities, and can be particularly effective and creative in developing their own pro- grams.
