Earl Russell informed Lord Lyons that intelligence of a very grave nature had reached Her Majesty's Government concerning "an act of violence which was an affront to the British flag, and a violation of international law." In answer to Earl Russell's communica- tion, Mr. Seward admitted the facts to be as stated, and ex- plained that Captain Wilkes had acted "without any direction or instruction, or even foreknowledge, on the part of the United States Government." The result was that Messrs. Ma...son and Slidell, who, since their capture, had been con- fined at Fort Warren, were liberated, and restored to the protection of the British flag. The last session of the provisional Congress commenced at Richmond on the i8th of November, 1861, and terminated on the 17th of February, 1862. On the day following the first regular Congress of the Confederate States, elected under the permanent Constitution, met at Richmond. Ala- bama, Arkansas, Florida, Georgia, Kentucky, Missouri, North Carolina, South Carolina, Tennessee, Texas, and Vir- ginia were represented.
