He was fairly well off, and had invested a considerable sum of money in the bonds of one of the South American republics, which turned out to be almost worthless. This induced him at last to publish a small pamphlet, in which he set forth his griev- ances, and in sending a copy of it to the Foreign Secretary he made an earnest appeal to him that he would make an official complaint against the manner in which that Government had treated its foreign creditors.

" I am afraid the joke was never fully appreciated in the office, as I never once heard it alluded to ; but it struck me, on perusing the pamphlet at the time, as being a "happy thought, " although a sad perversion of Scripture.
