" Here Mr. Lincoln, just before his death, gives the history of his plan of reconstruction. He says it was submitted to every member of his Cabinet — and who were the members of his Cab- inet at that time ? Chief Justice Chase, Edwin M, Stanton and William H. Seward were among them, and surely the indorse- ment of such men as these must give additional weight to any measure. Mr. Lincoln goes on : " The new Constitution of Louisiana, declaring emancipation for the whole State, practically applies the proclamation to that part previously exempted.
