Ho had himself tried to induce some coolies whom he sent up l...ast year to take their families with them, bub they had refused; after a few months on the tea gardens they returned as garden sardars to fetch their families. The enormous number of coolies, who were recruited for Assam during the year 1907-08, was partly due to scarcity, but I do not think that it can be entirely attriliutcd to this cause. The fact that more than half of them went up free certainly induced many persons to emigrate who would not have done so otherwise. This year there is not much scarcity in the recruiting districts, but it is a good year for recruiting and will be far better than the years immediately preceding 1907-08.
