Our American Constitution had evidentl}^ been used as a model by Switzerland, when that famous Confederation con- solidated more closely in 1848, after their short war of secession ( ' ' Sonderbu...nd Krieg ' ' ) and adopted a new char- ter. This was revised and perfected in 1874 by the insertion of a number of clauses, which might in turn be copied by our own great country without dimming our glory in the slightest degree, because our Constitution of 1787 has been the great beacon light, by which the Republics of France, Switzerland and most of the Spanish-American States have been guided, when they framed their own free organic law. Nothing, however, is perfect in this defective world. At the time of elaborating our old Constitution a hundred and seven years ago, its provisions were adequate for all require- ments of the period and as complete and perfect as any human work can be ; still the changes of the times, circumstances, conditions of men and the requirements of the nation in general, rendered it necessary to make additions to the original Constitution at various periods, in the shape of amendments proposed by Congress and ratified by the different States composing the Union.
