ALTOGETHER, THESE COSTS FOR FY 1981-82 REPRESENT A SHIFT OF FEDERAL FISCAL RESPONSIBILITY OF $28. 5 MILLION TO THE STATE AND COUNTIES OF CALIFORNIA.
