For instance, a car is misrepresented — that is, the con- tents of it is — and I have asked the Interstate Commerce Commission to say that a railroad company should know what it is doing. A rail- road man a little while ago told me that these goods were not billed right Now, he therefore put the shipper in this position: That if the shipper is... going to determine what he is going to pay, he is going to deliver the car accordingly, and the railroads in many cases in this country don't know what goes into a car and don't know what comes out. 1 know of a point where 150 cases of strawberries was system- atically loaded on a car upon which there was never any freight paid, and the rate was 21£ cents a crate.
