It may well be asked, how it has come about that in the face of such plain wording of Acts of Congress creating forest reservations the areas so set aside have been 18 ranked and administered as national parks. The answer is not far to seek. The first national park act, that of the Ye...llowstone Park, contained a section as follows : "SEC. 2. That said park shall be under the ex- clusive control of the Secretary of the Interior, whose duty it shall be, as soon as practicable, to make and publish such rules and regulations as he may deem necessary or proper for the care and management of the same. Such regulations shall provide for the preservation from injury of all tim- ber, mineral deposits, natural curiosities, or wonders within said park, and their retention in their natural condition.
