It leaves the Territory free and open to all the citi- gens of the United States, and would overrule, if adopted, the act of the self-constituted Territory of Oregon and the twelfth »...ection, as far as it relates to the subject under consideration.
We have thus fairly presented the grounds taken by the non- slaveholding and the slaveholdlng States, or, as I shall call them for the s;)ke of brevity, the northern and southern States, in their whole extent, for discussion.'" — Appendix to Congressional Globe, Thirtieth Congress, first Session, p. 868.
