Jas. Dalrymple (Colo. ) stated that in his opinion if it was intended to propose uniform mining legislation for local conditions, the project was practically impossible. He had worked in mines of varying conditions and appreciated from practical knowledge the hope- lessness ji local conditions governed by uniform laws.
