( 1 ) It is true that returns from the entire State show that large numbers (fully 25,000 in all) of children go to work or are idle at fourteen and fifteen, but the proportions vary in various centers. It is evident, then, that the relations between industrial conditions and the edu- cation of the children are close. Superintendents of schools in rural districts tell us that it is extremely difficult to hold the child in school, and that he either ' ' loafs " or goes awaj' from home to seek em- ployment, risking all of the hardships and dangers of life awa}' from home.
