Time of Holding Elections.
Section 9. The general election shall be held in each even-num- bered year and the municipal election shall be held in each odd-num- bered year. Each shall be held on the Tuesday next following the first Monday in November unless, with the consent of two-thirds of the members of each house of the general assembly, a different day shall be prescribed by law.
