He shall take and remit dispatches in the post-office from place of departure to ports of call on his route, as well as to his destination, and these services shall be gratuitous.

Title 4. — Sundry Provisions.
Art. 8. But at the request of chambers of commerce or of interested persons, and according to an established form, public regulations will determine such modifications or changes as may be made to present regulations in the interest of navigation.
