Commissioner Gray, who did not hesitate openly to urge the continuance of the tyrannical act by which he and his colleagues were legislated into office, against the wishes of a vast majority of their fellow-citizens. He denounced severely the "factious minority" of his colleagues, to whom he attributed all the opposition which had arisen against the Commission; he ridiculed the fears of the "fossils" who dreaded lavish expenditure and increased taxation, and declared that the plans of the Commi...ssion would not cost more than Five Mil- lions of dollars to execute. ' This debate occupied so long a time that ' the opening of the session of the House compelled the Committee to adjourn without reaching a conclusion, and another meeting was in- dicated for the evening of Thursday, May 11th, when^ere would be Digitized by VjOOQI^ 12 ample time for full discussion. One of the friends of Col. Dechert's bill, Mr. Lewis, of Delaware, having unavoidably to be absent on Thursday evening, requested his colleagues to postpone their final deliberation until Friday morning, when he could be present, but this, as will be seen, was refused.
