To the third enquiry — your committee made no discoveries to justify a suspicion of the kind. To the fourth enquiry — your committee do not believe that any improper charges have been made as labour rendered to such ware-houses, although certain services have been called in, which seem not to have been anticipated by the law, but ren- dered necessary by the quantity of tobacco unshiped, calling for duties to be performed by others than t.hose designated by law, as well as considerable expense f...or the i-ent of other houses for the storing of tobacco that the public ware-houses could not take in. The fifth enquiry — your committee considers answered in the answer given to the fourth. In answer to the sixth enquiry — your committee consider it inexpedient to reduce the centage on tobacco for the reasons as- signed in their answer to the first enquiry. In addition to the foregoing, and as a part of what your committee humbly consider to be intimately connected with their duty, although not specifically charged, they beg leave to suggest as an additional security to the State, as well as the Plai ters and j)urchasers of tobacco, that such additional provisions be added to the present laws, regulating the inspec- tion of tobacco, as sliall authorise each inspector to employ one sliiping clerk and no more, and make it the duty of eacii in- spector to have the scrap tobacco packed, and sold by some commission merchant for the use of the State, whose accounts of sales shall be relui*ned as exhibits with each quarterly re- turn to the Treasurer, and that every item of expenditure, in evcj'y depai'tment of the inspections shall be specified, for which charge shall be made in said inspectors, quarterly ac- counts settled with the Treasurer, under oath.
