That they modified it to a very serious extent, the condition of the accounts under the old system testifies very emphatically; but which way these modifications affected the annual totals cannot be ascertained without considerable trouble and expense, while the extent to which they increased or diminished the apparent amount of the annual "imports " of particular articles, cannot be ascertained at all.
