So far as Government and aided schools are concerned, there can be no objection to this recommendation. But as regards unaided private schools, the propriety of the recommendation is open to question. These schools receive no aid from Government ; and it does not seem to be right to place them prac- tically under the control of the Education Department, to subject them to the rules made by the Director of Public Instruction, and to compel them to adopt the scheme of studies prescribed by him. I...t would amount to an undue inter- ference with their freedom of action in directions in which they might be left free to move, with benefit to themselves and without harm to others ; and it would tend to reduce the school education of each Province to a dead level of uniformity not always conducive to progress. All that the unaided private schools want is recognition by the University, so that they may send up their students as candidates for the University Entrance Examination ; and for that purpose, all that the University is called upon to ascertain is that they are well-conducted institutions, are efficient in teaching up to the Entrance Examination standard, and are not injurious to the interests of discipline.
