Mr. Miller, who had been acting as Secretary, was at the same time Secretary and Manager of the Sacramento Valley Develop- ment Association, and realizing that the time had come when all the energies of the Secretary should be given to the work, and realizing also that someone should be appointed Treasurer, with authority to collect assessments and handle the funds, the Commission prevailed upon Mr. Ted C. Atwood, of Pla...cerville, who was at that time serving as one of the Commissioners from El Dorado County, and County Clerk of said County, to resign the county office, and accept the position of Secretary and Treasurer of the Commission.
These officials, Messrs. Filcher and Atwood, took office September 15th, 1913, and with Miss Anna Reinlander, as stenographer, began at once to map out and put into execution the general broad plans for a comprehensive exhibit of the varied resources and possibilities of the Sacramento Valley and Mountain Counties.
