The noise, bustle and confusion necessarily incident to the close proximity of streets, excite the minds of the unfortunate inmates who require constant repose, and seclusion from the gaze of the curious. If Boiton street and Laurens street are to be brought directly to its door, then Mount Hope will no longer be a fit Asylum for the insane, and its eiii- ciency for the noble purposes for wdiich it is at present used, will b^ forever destroyed. If the Legislature intends to throw its protecting... arm ' around it, lei it be protected in its usefulness and in its philanthropic efforts to restore to health and reason the un- fortunate of our race.
As the "main building" of this Institution was erected before the plan and dedication of the streets of Baltimore in 1818, your committee are of opinion that if Bolton street shall not be closed before it intersects Laurens street, it ought not to be closed at all, but should be opened through the "main building" of Mount Hope, thereby securing to the owners thereof, indemniiication for its destruction, according to the provisions of our laws for similar fcases.
