In the great tumult in Europe, when the cities and the homes of the Rhine were devastated and numberless Germans were cast upon the world as wanderers without shelter or without hope, it was Penn who called them into counsel and told them of the Commonwealth he had founded in Penn- sylvania, where liberty of conscience and liberty regulated by law was supreme.
