I would recommend that a tax be imposed on the carrying trade, both ashore and afloat. Virginia has long been col- lecting such a tax, thus almost doubling her revenue from Oysters. I quote from her Inspector's regulations, under the law : "All persons shipping or forwarding Oysters by any ves- sel impell ed by ste am, or by railroad, or by express compa- nies, shall first pay to the nearest Inspector the tax of three cents per bushel on all Oysters so to be shipped or for- warded " Fine for neglect of this regulation "not less than fifty nor more than five hundred dollars." "Any person desiring to catch Oysters may, if he thinks proper, pay the sum of three dollars per ton on his vesssl, for a license to carry Oysters for one year.
