At the regular monthly meeting, held November 1, 1848, after due consideration of this report, and a full discussion , it was — Votedf That we mataally recommend to each other the rule, that no one be allowed to ride upon Locomotives attached to any train, with the Engineman and Fireman, unless it be the Conductor or Master Machinist ; so far as the said rule may be practicable.

Thb Commi...ttee who were appointed to consider what rales should govern Railroad Saperintendents in regard to the employment of persons who had left, or who had been dis- charged from other roads, have attended to the duty assigned them, and respectfully REPORT: The subject is one which has doubtless engaged the atten- tion, to some degree, of all Rsdbroad Superintendents, and there are probably few roads in the vicinity of each other, or at least running in connection, but have found it necessary to adopt some mutual regulations in reference to it Yet so far as the experience of your Gonmiittee goes, this has ever been a delicate matter to arrange satisfactorily, since while it would be almost impossible on any road to maintain a wholesome discipline, if a person discharged for a grave offence or a con- tumacious persistance in disobedience to a known order, could be allowed to enter at once into the service of another cor- poration, and secure in his new position, encourage others to laugh at the idea of a discharge as a penalty for improper conduct ; and while it would not only be injurious to the inter- ests of Railroad Companies, but even to the operatives them- selves, that they should be encouraged to rove from one road to another, or even find facilities for chan^ng employers as often as fancy might dictate or some slight dissatisfaction Digitized by Google Digitized by Google Digitized by Google ON DISGHABGING EMPLOYES.
