II. I 114 MILITARY STRENGTH comparatively undeveloped. The government had al- ready drawn from it, in men and money, all that it could give in this unfavourable condition. On the principle of division of labour and of the application of joint capital, it was obvious that a smaller number of hands might ensure a greater produce, thus not only leaving a larger number of combatants at the disposal of the state, but furnishing the means of supporting them.
