Its greatest weakness was that it denied to them the power necessary to the proper performance of their duties. To prevent the abuse of power, power had been divided beyond the limits of efficiency ; checks and balances had been multi- plied until it was impossible for any official to estimate correctly the bounds of his own duty and authority, or for any citizen to know what official should be held responsible for faults or abuses in the city government. The result was that the city official, ...however intelligent or well- meaning, found himself utterly unable to perform his plain duty to the people. He came into office as the nominee and the candidate of a political machine, he owed his election to that same power, which effectively enforced its authority by means of the party rules and customs. His success or fail- ure in office and his future preferment in positions of public authority and honor seemed to depend mainly upon his loyalty to the machine and not to the people, and if he set himself resolutely and honestly to the performance of his duty, he quickly found himself opposed by a combination of political and selfish forces, with which the meager power allotted to him was quite unable to cope.
