All petitions for the review of an agreement, or for the termination or modification of an agreement or award will be disposed of as fol- lows: 17 1. The Board may, (a) Order the case heard by the Board i...tself on evidence to be taken before it.
(b) It may order the petition to be heard and determined by the Board itself but may refer the petition to a referee to take testimony and report to the Board his findings of fact thereon.
(c) The Board may assign the case to a referee to be heard and determined by him.
2. If no answer is filed within ten days after the notice of the pe- tition has been served on all adverse parties, the Board or the Referee, if the petition has been assigned to a Referee for determination, will dispose of the matter upon the facts alleged in the petition.
