Following this idea the so-called Page-Wilson bill in Congress would place the federal government in the position of cooperating with the states in establishing an agricultural high school in each eight or ten counties. Thus Iowa, with its nearly 100 counties would have, EDUCATION FOR COUNTRY LIFE I93 broadly speaking, 1,500 consolidated rural schools in the open country and 500 consolidated with, or as a part of the village schools.
