What reading level is Rutland book?
To quickly assess the difficulty of the text, read a short excerpt:

The Highways Act of 1835, and the various amending Acts passed since that date, have materially altered the state of the roads. In 1888 the entire main- tenance of main roads was thrown upon County Councils and an Act of 1894 transferred to District Councils all the powers of Highway Authorities. It may be said that of all the proofs of social progress, which the country now exhibits to such a marvellous extent on every side, COMMUNICATIONS 119 there is nothing more marked or wonderful than the... rapidity with which we have improved and extended our internal communications.
Rutland has 320 miles of highways, most of which are in excellent condition. The cost of maintenance is a considerable item, running into some 10, 000 a year. The two main roads passing through the county are the Great North Road and the road from Kettering to Nottingham. The former enters the county near Great Casterton, and, after following the line of the old Roman road (Ermine Street), leaves the county beyond Thistleton Gap, a distance of twelve miles.
