It will rest upon an assurance of public interest to be served.^ These are the roots for the NFTIA. These were the words of Members of Congress at the dawn of another communications technology. New communications tech- nologies, massive and expensive, have always depended on government subsidy, fa- vorable regulation, special privileges and, often, protection irom competition.
